  Subject: send_to="1" works, send_to="2" doesn't

I have the script working fine. Emails get sent (via sendmail) when send_to is set to 1, but when set to 2 or 3, no emails get sent. The success page displays correctly, the submission is written to the file correctly (no errors displayed). But emails only arrive if the send_to field is set to 1.

I know it is not a problem with the form, because I starting with a working form and just changed the 1 to a 2, and it didn't send to the email address defined in the script for 2.
