How would the CHMOD permissions correspond to Windows Permissions?

You have to check with your sys. admin on setting file permissions. The data file, and the MIME folder which contains Lite.pm needs to be set to: read, write, exectuable, FOR ALL.

Since you are on a Windows server, you will probably not need to worry about setting the permissions for any of the other files, as the default should work.
